A law criminalising protesting outside of termination clinics comes into effect today. Health (Termination of Pregnancy Services) (Safe Access Zones) Act 2024, aims to prevent protesting with intention to prevent access or impact decision making, outside of all hospitals, GP practices and family planning clinics, promoting safe access zones.
“Patients who require these services are now legally protected from unsolicited influence, intimidation and pressure within a 100-metre zone of relevant healthcare premises," said Minister for Health Stephen Donnelly.
People prosecuted for these offences may face imprisonment and fines.
"Getting to this point has been a long process with extensive engagement with a range of stakeholders. I’m very pleased that we have reached this milestone in providing people with protections they deserve at a time when they need it most. I would like to thank all those involved in getting the legislation to this point."
The introduction of this act aims to improve the process of accessing abortion care in Ireland. “At a time when they are most in need of empathy and consideration, this law provides them with privacy and security,” said Donnelly.

Campaigns by Together for Safety and The National Women's Council have been calling for the introduction of legislation for safe access zones for the past six years. Amnesty Ireland took to X this afternoon share their support for the law and congratulate campaigners.
